REACH and CLP-compliant Safety Data Sheets (SDSs) are a requirement in the European Community (EC) for chemical substances and mixturess no matter the tonnage of the substance or mixture being imported to the EC. Safety Data Sheets must be created for substances and mixtures:

• • Which meet the criteria for classification as dangerous according to the Dangerous Substances Directive 67/548/EEC (DSD) or the Dangerous Preparations Directive 1999/45/EC (DPD)
• • As hazardous according to CLP
• • Which are persistent, bioaccumulative and toxic or very persistent and very bioaccumulative according to the criteria given in Annex XIII of REACH
• • Are included in the candidate list for eventual authorisation according to Article 59 (1) of REACH for any other reasons (See Article 31 (1) of REACH).

SDSs are an integral communication tool under REACH and CLP that allow essential chemical safety information to be communicated to downstream users. They are also an easily enforceable stipulation of these regulations and therefore should be made compliant as soon as possible.

Where a Chemical Safety Report (CSR) is required to be prepared for a substance (this requirement is normally determined during the course of the creation of a registration dossier for REACH), the information in the SDS must be consistent with that provided in the CSR as well as with that provided in the registration dossier. In addition, the relevant exposure scenarios that are found in the CSR must be included in an annex to the SDS – when this annex is required, the sheet is the considered an Extended Safety Data Sheet or eSDS.
